Note*Bailey family notes state that Billy was adopted by Charles Barrow and Bessie Chitty Barrow. He was said to be the son of Charles' daughter by a previous marriage, and his name on his birth certificate, male Barrow, gives some weight to that story. However, Charles stated on his marriage certificate to Bessie that this was his first marriage.

Billy was told of his adoption after growing up, and he stated that for him Aunt Bess was his real mother. Contact was lost after Aunt Bess died. There is family lore from another branch which states that Billy's birth father may have been a sailor named William Hickey or some variation thereof.1,4,5
